S.African rand steady ahead of central bankers meeting

JOHANNESBURG (Reuters) - South Africa's rand was steady against the dollar in Thursday trade ahead of a central bankers' meeting in the United States that might signal further easing in the world's leading economy, boosting the high-yield appeal of emerging markets.

The local currency and government bonds barely moved on data showing growth in credit demand by the private sector slowed slightly to 8.34 percent year-on-year in July while money supply quickened to 8.26 percent.

The rand was at 8.4149 by 0653 GMT, just 0.09 percent off Wednesday's close at 8.4075.

"Everyone is treading cautiously and not taking large positions ahead of the meeting in Jackson Hole. I don't see the rand breaking out of these ranges significantly," a trader at a Johannesburg commercial bank said.

Government bonds were slightly firmer at the open, and yields inversely edged lower.

The yield for the heavily traded three year paper dipped 1.5 basis points to 5.505 percent and that for the longer-dated 2026 bond eased two basis points to 7.5 percent.

"Secondary market trade has generally been quiet for the past two weeks, with activity picking up around the government auctions," RMB analyst Thando Vokwana said in a note.

"We don't expect this trend to change anytime soon."

The Treasury will offer 2.1 billion rand in total of its 2023, 2018 and 2048 government bonds next Tuesday.

Google, Apple heads hold secret patent discussions

CBR Staff Writer Published 31 August 2012

Larry Page and Tim Cook spoke via telephone this week, according to reports

Search engine giant Google's chief executive Larry Page and Apple CEO Tim Cook have been reportedly holding talks on a wide range of issues, including the mobile patent disputes between the two companies.

It has been reported that the executives spoke via telephone earlier the week.

Both the parties are anticipated to talk again in future; Reuters reported a meeting had been planned in the current week but has been postponed undisclosed reason.

It is thought one of the major talking points between the two CEOs will be basic features and operations in Google's Android operating system, according to a source. Apple is involved in lawsuits with several smartphone manufacturers which use Google's Android operating system.

Apple recently won a victory from a California jury, which decided that Samsung's Android powered phones infringed patents for the iPhone. The jury also ruled for an anticipated ban on sales of some patent-infringed Samsung products.

Although Google hasn't been directly sued by Apple, the iPhone manufacturer's patent claims against Samsung and HTC have been aimed at features found in Google's Android operating system.

Google and Apple have become competitors to each other following their shift from PCs to mobile devices.

Google's Motorola Mobility has also filed a lawsuit against Apple at the US International Trade Commission claiming Apple's devices have infringed its patents.

In recent months, the iPhone maker reduced its dependence on Google's products and started developing its own mobile mapping software, replacing the Google products used in the iPhone.

Apple said that it will not even offer Google's YouTube as a inbuilt app in future iPhone devices.

Bait 3D: Venice Review - The Hollywood Reporter

The Bottom Line

A shark bloodbath that delivers the gore but could have used sharper teeth and a slyer sense of humor.

Venue

Venice Film Festival (Out of Competition)

Cast

Xavier Samuel, Julian McMahon, Sharni Vinson, Phoebe Tonkin

Director

Kimble Rendall

Screenwriters

Russell Mulcahy, John Kim

VENICE ? When the Australian 3D thriller Bait went into production in the wake of Snakes on a Plane, its outlandish premise earned it the informal title in industry circles of Sharks in a Mall. Combining the horror staple of a watery feeding frenzy with the timeworn ingredients of a disaster movie, this should have been B-picture bliss. But director Kimble Rendall makes the mistake of taking a silly script too seriously, and the movie never plants its tongue firmly enough in its cheek to have much fun with the mayhem.

While it?s a vast improvement on last year?s atrocious 3D Jaws wannabe, Shark Night, and less formulaic than the recent Piranha spawn, Bait is a missed opportunity. It?s also a perplexing choice for the Venice Film Festival, where only the more auteurist end of the genre spectrum usually makes an appearance. The mythic proportions of the great white shark in Australian beach culture might have been expected to yield a more distinctive bite. But the pedestrian screenplay credited to Russell Mulcahy and John Kim shows scant specificity and little feel for character development or memorable dialogue, trudging through generic themes of love, redemption, resourcefulness and survival.

STORY: Venice 2012: The Festival Gets Underway, Showing Its Feminine Side

In the pre-titles sequence, lifeguard Josh (Xavier Samuel) is engaged to marry Tina (Sharni Vinson), the sister of his buddy Rory (Richard Brancatisano). He?s preparing to give up his idyllic life in a Gold Coast surf town to relocate with her to Singapore. Still wasted from his bachelor party the night before, Josh lets Rory paddle out in his place to check on a buoy. Chomp. Josh watches helplessly as Rory gets swallowed by one of the great whites following migrating whales up the coast. Grief and guilt cause his relationship with Tina to fall apart.

One year later, dogs are howling and birds are acting crazy, which if someone were paying attention would indicate that some major natural disaster is afoot. Disillusioned Josh has taken a job at the Oceania supermarket, where Tina wanders in to shop with her new Singaporean boyfriend Steven (Qi Yuwu).

Adhering to the classic Poseidon Adventure playbook, an assortment of characters is introduced in the calm before the storm. There?s the uptight supermarket manager (Adrian Pang) who fires store clerk Ryan (Alex Russell) when his girlfriend Jaime (Phoebe Tonkin) is caught shoplifting. The cop assigned to book her is Jaime?s exasperated dad (Martin Sacks). Downstairs in the car park, a couple of blond airheads (Lincoln Lewis, Cariba Heine) make out in their vehicle, while reluctant robber Doyle (Julian McMahon) gets ready to hold up the supermarket, urged on by skuzzy hoodlum Kirby (Dan Wyllie).

STORY: Venice 2012: Inside This Year's Sober, Streamlined, Less Glitzy Festival

Rendall handles the setup confidently, but once a freak tsunami hits the town, trapping the supermarket occupants in rising water with two angry 12-foot great whites, the action becomes disappointingly routine. While there?s a welcome touch of wackiness as Steven gets suited up in makeshift armor made out of wire shelving and shopping baskets, the body count accumulates in standard fashion. Likewise the escape plans of the dwindling survivors lack imagination. Suspense is minimal.

More than the action, however, it?s the leaden dialogue that limits involvement. Samuel brings more natural charisma and conviction than the role earns, and there?s able support notably from McMahon, Tonkin, Russell and Sacks. But the uneven actors struggle to do much with their clunky lines and one-dimensional characters.

The Australian-Singaporean co-production is generally polished and effects work is solid, including the massive animatronic sharks. But at this point, the use of 3D to unleash severed body parts in underwater carnage movies is getting a little tired.

Bait?is a mistakenly earnest effort that cries out for a few more droll touches like the growling cover of ?Mack the Knife? sung on the end credits by Rendall and The Slice.

Florida consumer confidence holding steady in Aug.

TALLAHASSEE, Fla. (AP) ? Floridians remain reasonably optimistic about the economy despite possible setbacks that are looming.

The University of Florida's monthly survey on Tuesday showed consumer confidence remained unchanged at 77 in August after increasing by four points in July. That's on a two-to-150 scale with 100 equaling consumer confidence in the benchmark year of 1966.

The university contacted 432 Floridians Aug. 12-23. The July figure originally had been announced as 76 but was revised upward by one point.

Chris McCarty, director of the university's Survey Research Center, said Floridians either are unaware of two upcoming events that could set back the nation's economy or assume Congress will fix them.

One is the expiration of tax cuts passed during the administration of former President George W. Bush. The other is automatic spending cuts.

New cancer drug is ten times more potent

ScienceDaily (Aug. 29, 2012) ? Legend has it that Ralph Waldo Emerson once said, "Build a better mousetrap, and the world will beat a path to your door." University of Missouri researchers are doing just that, but instead of building mousetraps, the scientists are targeting cancer drugs. In a new study, MU medicinal chemists have taken an existing drug that is being developed for use in fighting certain types of cancer, added a special structure to it, and created a more potent, efficient weapon against cancer.

"Over the past decade, we have seen an increasing interest in using carboranes in drug design," said Mark W. Lee Jr., assistant professor of chemistry in College of Arts and Science. "Carboranes are clusters of three elements -- boron, carbon and hydrogen. Carboranes don't fight cancer directly, but they aid in the ability of a drug to bind more tightly to its target, creating a more potent mechanism for destroying the cancer cells."

In the study, Lee and his research team used carboranes to build new drugs designed to shut off a cancer cell's energy production, which is vital for the cell's survival. All cells produce energy through complex, multi-step processes. The key to an effective drug is targeting the process that cancer cells depend on more than healthy cells. By increasing the binding strength of a drug, a smaller dose is required, minimizing side effects and increasing the effectiveness of the therapy. With carboranes, Lee found that the drug is able to bind 10 times more powerfully.

"The reason why these drugs bind stronger to their target is because carboranes exploit a unique and very strong form of hydrogen bonding, the strongest form of interactions for drugs," Lee said.

Lee said that this discovery also will lead to further uses for the drug.

"Too often, after radiation or chemotherapy, cancer cells repair themselves and reinvade the body," Lee said. "This drug not only selectively shuts off the energy production for the cancer cells, but it also inhibits the processes that allow those cancer cells to repair themselves. When we tested our carborane-based drugs, we found that they were unimaginably potent. So far, we have tested this on breast, lung and colon cancer, all with exceptional results."

According to Lee, this is the first study to show systematically how carboranes can improve the activity of a drug. Lee believes this discovery will open additional possibilities of improving drugs that are used to treat other diseases, not just cancer.

"The end result is that these new drugs could be many thousands of times more potent than the drugs that are used in the clinics today," Lee said.

While it will be several years before the new drug would be available on the market, Lee said that clinical trials could begin within the next two years. Additionally, further testing on other types of cancer is underway. The study was published in the Journal of Medicinal Chemistry, a publication of the American Chemical Society.

(AP Photo/Paul Sakuma, File)

STANFORD, Calif. (AP) ? Josh Nunes grew up in the shadows of Southern California's championships.

He had family and friends with UCLA roots, and no hint of football anywhere in his past.

Just a father who saw Stanford in his future.

Everything about the newly selected starting quarterback can be traced back to a single moment.

Tim Nunes came home one day when Josh was 8 years old, sneaked up from behind and plopped a red hat on his son's head. Josh looked at the logo, an "S'' with a tree in the middle, and smiled.

"He's like, 'Oh, what's this?'" his father said. "I said, 'That's where you belong. You're going to go there one day.'"

Never mind that they had no connection to the university.

Something about his son's smarts steered his father, who has a degree from UCLA, to push aside the Bruins and Trojans hats that day at the Chick's Sporting Goods near the family's home in Upland and reach for the Cardinal cap.

Josh "wore the heck of that hat," he said, even if it often fueled his friends.

He took French classes in high school because he read Stanford's admissions accepted more students who spoke that than Spanish as a secondary language ? "French came in real handy in Southern California," he joked.

His first college game was watching Trent Edwards and Stanford lose 21-0 to UCLA at the Rose Bowl on Oct. 30, 2004. He graduated high school with a 4.6 grade-point average, turning down offers from football powers Florida, Oklahoma and Tennessee among others for the Silicon Valley school.

"It just goes to show you," he said, "that I always wanted to be a Stanford man."

Now Nunes is THE Stanford man.

The redshirt junior quarterback will make his first collegiate start and begin the post-Andrew Luck era when No. 21 Stanford hosts San Jose State on Friday night.

Walking on campus last week, Nunes already was recognized by students and at least one elderly woman who promised to bring her camera and ask for a photo next time.

"I've had to pinch myself to make sure it's real," said his mother, Debbie.

Nunes grew up playing baseball, soccer and just about any sport but football. He struck out all 18 batters in a Little League game when he was 12 years old, his father said, and threw a four-seam fastball clocked in the 90s in high school and an overhand curve.

His dad, a private contractor, avoided Pop Warner Football "like the plague" for fear of injuries and overbearing coaches.

Not until flag football in the eighth grade did Nunes ever throw a pigskin competitively, and he doesn't even count freshman football at Upland High School because "I spent the whole year learning everything."

By the end of his sophomore season, then-Hawaii coach June Jones offered him a scholarship. Soon Urban Meyer at Florida and coaches from the Southeastern Conference to the renamed Pac-12 came calling.

"It kind of took us back like, 'Oh, this is something I might want to look into,'" Nunes said.

For Nunes, there really only was one choice.

He took recruiting visits to Stanford and Southern California for baseball, too, but committed to Stanford as soon as former football coach Jim Harbaugh offered him a scholarship and the admission's office approved his transcript.

Nunes is majoring in management science and engineering, which he describes as an "engineering degree with a business focus," particularly on entrepreneurship and start-ups.

He has taken an economics class taught by former Treasury Under Secretary John Taylor and engineering classes run by former Defense Secretary William Perry and nuclear policy expert Siegfried Hecker, emeritus director of Los Alamos National Laboratory.

During a course last year, Nunes teamed with wide receiver Sam Knapp and pitcher Mark Appel ? the eighth overall pick by the Pittsburgh Pirates who decided to return for his senior season ? formed their own start-up with a full-working website.

The idea was called "Coachbook," a website that allowed people to connect with instructors in their area. They even pitched the project to a panel of Silicon Valley venture capitalists.

"He was always one of the geek kids," his father said.

Northern California has become almost a second home for the Nunes family.

Josh's younger brother, Justin, is a redshirt freshman quarterback on the UC Davis team. The family tries to attend every game for both, although this year will be the first time either has played meaningful minutes.

Nunes threw two passes and completed one for 7 yards for Stanford in 2010. On the third practice of training camp last year, he dropped back to pass and stepped on running back Andrew Stutz's foot, tore a ligament underneath his right big toe, was in a boot through the first five games and had a steel plate that was completely rigid in his shoe when he returned to practice. He never played a down.

Stutz and Nunes just so happened to be stretching partners during the team's first practice at Stanford Stadium on Friday since Nunes won the quarterback competition against strong-armed sophomore Brett Nottingham. Stutz playfully told Nunes: "I got to be careful. You're the starting quarterback now."

Nunes was selected the starter more for the way he runs Stanford's complex offense and protecting the ball than his ability to make throws downfield, which is one of Nottingham's strengths.

In the end, second-year Stanford coach David Shaw said he chose the quarterback who allows him to "sleep well at night."

"Of all the empirical evidence we collected," Shaw said, "Josh was the most consistent."

Nunes knows replacing Luck, the two-time Heisman Trophy runner-up and No. 1 overall pick by the Indianapolis Colts, will not be easy.

He talks about how he's "not Andrew Luck" but good enough to make sure Stanford doesn't slip, how the offense has always been a run-first, balanced approach and confidently saying "I don't think we're holding anything back. The coaches expect us to do everything Andrew could do. Not to be Andrew, but to have the mental capacity that he did is definitely expected of us."

And perhaps why the competition to replace Luck lasted almost eight months.

Shaw informed Nunes, Nottingham and redshirt freshman Kevin Hogan of his decision before last Tuesday morning's practice.

Shaw sent Nunes a text shortly after 6 a.m. to be in his office later that morning ? Nunes has been up by 5:45 a.m. each day working out or receiving treatment ? and the quarterback nervously "got it like an hour after he sent it to be in his office soon."

Nunes said when Shaw broke the news "it was just great to hear him say it." He sent two quick text messages to his parents before practice.

His father had to fight tears. His mother Debbie, a business analyst with 21 years at Southern California Edison utility, was in the middle of what turned out to be a two-hour meeting with her boss.

When she returned to her desk and learned the news on her phone, she became so overwhelmed that co-workers began asking questions during another colleague's birthday luncheon.

"They thought my boss had done something to upset me," she said. "I had to tell them that they were happy tears."

The well wishes filtered in from teammates past and present, friends back home and former Stanford players. Nunes talked to his parents late that night. Luck's text message to Nunes was "typical Andrew," he said.

He congratulated Nunes and told him, "Now it's time to get to work."

The Death of DVD Rentals: Does Hollywood Encourage Video Piracy?

When was the last time you heard, or said, ?Hey, lets go to the store an rent a movie??

We all know that DVD rental stores seem to be heading the way of the dinosaur. A once vast international empire of video rental stores, like Blockbuster or the now bankrupt Hollywood Video, are now a rarity among communities in The United States. It seems that the convenience of online video streaming has changed the landscape of the film entertainment industry forever.

Another blockbuster store closing!

Convenience vs Content

Unfortunately, there are some serious drawbacks to online video rentals that have yet to be addressed. With traditional the rental system, you typically had 3 to 5 days to watch your movie. Now, if you choose to rent a movie for streaming online, you only get 24 hours to watch it and have to pay again if you don?t finish it in a day.

I remember when part of the experience of watching a DVD included special features, bonus tracks, secret menus with outtakes, and many other interactive features. Sadly, none of the DVD special features are available via any online video store. Don?t forget, if you have a slow internet connection, or if internet service is disrupted for some reason, your not going to be able to watch your video at all!

You can't watch the specil feautures online!

Possibly the biggest limitation of all is the content that?s available, or more importantly, not available, on these online streaming platforms as stated in this quote from an article by Scientific American, How Hollywood Is Encouraging Online Piracy.

?Yet, perhaps most important, there?s the availability problem. New movies aren?t available online until months after they are finished in the theaters, thanks to the ?windowing? system?a long-established obligation that makes each movie available, say, first to hotels, then to pay-per-view systems, then to HBO and, only after that, to you for online rental.?

Online Piracy, Yo Ho!

There?s only one solution if you missed that new summer smash in the theater but its not available for online rental yet? Illegal video piracy! Yes, the despicable practice of watching movies for free on the internet illegally seems to be supported by the red tape imposed by Hollywood studio lawyers. The trend of online piracy has been rising ever since it became possible to ?rip? DVD?s and put them on a website for everyone to enjoy as unpaid entertainment. The sad thing is that most people would choose to pay for these movies if they were given the opportunity, but because of all of the Hollywood legal so-and-so, people are forced into the seedy criminal activity of pirated media streaming.

Want it, Love it, Own it!

Either way, nothing will ever beat actually buying a DVD that you love. Remember, when you own a DVD you can watch the media and all the features as many times as you want, anytime you want. Online streaming, whether legal or illegal, means that if the website is down, your not watching, if your internet is out, fat chance, and if you want Blu-Ray quality, fat chance getting your stream to play without interruption.

Link UC ? Parenting Advice That Can Really Help You

A lot of times, the only training parents get is the training they get ?on the job?. If you want to do better, and be a more knowledgeable and prepared parent, take the time to learn and incorporate the advice in this article. You should not only parent with intuition, you should also parent with information.

Keep a routine in your home, your family will know what they are expected to do. If you tell your child you are going to do something, then you should follow through with it. Getting your child into a routine helps your child adjust and behave well.

Never smoke in the house if you are a parent. Even better, consider quitting altogether. Secondhand smoke is as damaging as actually smoking. Exposure to second-hand smoke puts children at higher risk for respiratory conditions like pneumonia, asthma or bronchitis.

Don?t keep junk food at home, where it might tempt your young child to eat it or beg you for it. If you don?t keep snacks that are bad for your children in the home, they probably will not ask for them. Use these items as treats that are only consumed on holidays.

Adding yummy tasting chilled foods to a mesh teether can cut down in the pain of cutting teeth. Your child will enjoy the flavor of these all-natural teethers. Your child will have more relief from teething pains as they continue to use this teether.

If you are going to take your children on a long road trip, stop as often as you can to keep them from getting too cranky. Although it might seem like getting to your destination quickly is the best decision, taking things slow and recognizing the needs of everyone in the vehicle can really salvage the trip. Make your road trip a fun experience for your kids by stopping at a park or restaurant with play area and letting them play.

Focus on building a strong, healthy relationship with your significant other. The behavior that the two of you model will be the basis for your child?s relationships later in life. Your child will have better people skills if he or she can observe you. When your child becomes an adult, you can be pleased with how you raised him.

Give your baby a massage with lavender scented lotion to calm him. Lavender oil has been proven to soothe nerves, so the smell should help settle your child quickly. The calming effect of the oil will also help you relax your baby to sleep.

Help your child learn to organize by setting up places where his toys and other items should be put. Without a proper designation scheme, toys can be strewn all over your home. Your child will be more likely to put up their things if you have demonstrated the way to do it. Children who clean up on their own things should be praised for making the effort.

As you probably already know, and this article underlined, parenting is more than just rolling with it. Your parenting skills can be improved by your decision to include this information in the strategies you will use as you deal with the challenges parenting presents.

Wait, What Did Neil Armstrong Say?

Astronaut Neil Armstrong. Neil Armstrong smiles inside the Lunar Module on July 20, 1969

NASA/Newsmakers.

I always hoped I would be alive to see the first man walk on the moon. I was, and I got to write about it.

I never thought I also would be alive to see the last man land on the moon.

I covered Neil Armstrong when he first stepped foot on the lunar surface, and even helped shape what history remembers as his first words (more on that later). I covered all the other lunar landings up until the last, Apollo 17, for both Reuters and the Philadelphia Inquirer. It never occurred to me at the time that the America that sent men to the moon would shrink back onto itself and that the spirit that pushed the frontier was a temporary aberration. Now we fire school teachers to save a dime.

Armstrong died last week at 82. Buzz Aldrin, who went with him to the surface, and Michael Collins, who circled above them in the Apollo command module, are still alive. We sent a total of 24 men to the moon, and 12 of them walked on the surface. One of them, Alan Shepard, even played golf up there. All the other living moon-walkers are now in their 70s or 80s. If anyone ever goes back, I?ll be long gone. Ten years from now there likely will be no one alive who walked on another world. I find that lamentable.

As Armstrong said, ?that?s one small step for man, one giant leap for mankind.?

Let?s clear that up first. Except for the lunatics who think the whole thing was staged on a Hollywood set, that quotation is about the only controversy left. To be blunt, it doesn?t matter if he really said that. A small group of us said he did and that ends it.

Reporters covering the space program worked in a large room at the Manned Space Center in Houston, a public display hall converted into a press center. It was a time before computers or cellphones. Every desk was assigned and each had a telephone. We wrote the stories on portable typewriters (almost all, for some reason, light green Olivettis) and dictated to our offices over the phone, although those of us at the wire services had access to Teletype machines.

A group of NASA and Manned Spacecraft Center (MSC) officials A group of NASA and Manned Spacecraft Center officials join in with the flight controllers in the Mission Operations Control Room in celebrating the successful conclusion of the Apollo 11 lunar landing mission

NASA.

One of the perks was that we could hear the air-to-ground transmissions from the spacecraft on earphones. We could hear?at least in theory?every word spoken between the astronauts and mission control. (They could make the transmissions private if they needed to talk about bowel movements or impending death, but they didn?t do that often).

On July 20, 1969, we sat mesmerized at our typewriters, glancing up at television screens on the walls, hands poised. ?The Eagle has landed,? announced Armstrong, and fingers flew. Reuters sent out a flash, bells clamoring: ?Men on the moon.?

Eventually Armstrong climbed down the lunar module?s ladder and set foot on the surface, a step guaranteed to put his name in every history book ever. And then he said either ?that?s one small step for man, one giant leap for mankind,? or ?that?s one small step for a man, one giant leap for mankind.? The transmission was not clear and we were not sure we heard the word ?a? before the word ?man.?

Now we had problem and no time to think about it. Clearly, this was to be one of the most famous quotations in history and we had to get it right. More important at the moment, we had to be consistent. We could not have one news service say one thing, the other two something else, or have the New York Times have one version and the Washington Post another. Forget history, we had to deal with editors.

Isaac hugs Cuba coast; Cat 2 hurricane likely in Gulf

Haitians this morning are assessing the damage from Tropical Storm Isaac's landfall on a vulnerable country still recovering from the earthquake of 2010.

By NBC News and wire services

Updated at 5 p.m. ET:?Tropical Storm Isaac was hugging the northern coastline of eastern Cuba on Saturday after claiming at least three lives in Haiti. Isaac should become a Category 1 hurricane on Sunday just as it nears the Florida Keys, the U.S. National Hurricane Center said, and then grow into an even stronger Category 2 storm.

"Hurricane conditions are expected in the hurricane warning area in southwest Florida and the Florida Keys on Sunday," the center said in an advisory.

Florida Gov. Rick Scott on Saturday declared a state of emergency to make sure local and state agencies would be ready.

The center now expects Isaac to build to a Category 2 hurricane, with winds around 100 mph, after it enters the warmer waters of the Gulf of Mexico.

Isaac is a massive storm, with tropical storm-force winds extending 230 miles from the center. Key West International Airport was halting all flights at 7 p.m. Saturday until the storm had passed.

In Haiti, a woman and a child in the town of Souvenance were killed in the storm, a local official reported.

In the capital Port-au-Prince --?where some 350,000 people are still living in tents or shelters after the 2010 Haiti earthquake --?a girl, 10, was killed when a wall fell on her.

Dieu Nalio Chery / AP

Residents wade through a flooded street in Port-au-Prince, Haiti, on Saturday.

Power outages and flooding were reported as Isaac moved across the hilly and severely deforested Caribbean country.

"There's a lot of rain, a lot of wind," said Magdala Jean-Baptiste, who huddled with her frightened children in their home in the southern coastal city of Jacmel. "We haven't had any power since the storm started yesterday. We passed the night with no sleep."?

In neighboring Dominican Republic, Isaac felled power and phone lines and left at least a dozen towns cut off by flood waters. The most severe damage was reported along the south coast, including the capital Santo Domingo, where more than half the city was without power.

Cuba prepared by closing beaches and evacuating tourists in vulnerable areas, NBC's Mary Murray and The Weather Channel's Mike Seidel reported from Havana. Flights across Cuba were also suspended.?

Ramon Espinosa / AP

Men stand behind the seawall as waves brought by Tropical Storm Isaac splash over them in Baracoa, Cuba, on Saturday.

In Baracoa, a city on Cuba's eastern side, high seas began topping the seawall Friday night, Radio Baracoa reported.?

Now with 60 mph winds, Isaac should exit Cuba on Sunday and then move south of the Florida Keys and into the Gulf.

Republicans are preparing to gather in Tampa, on Florida's central Gulf Coast, for Monday's start of their national convention ahead of the November presidential election.

The convention is expected to proceed as planned but Gulf of Mexico operators began shutting down offshore oil and gas rigs on Friday ahead of the storm.?

Live updates and analysis from weather.com

Tampa's weather forecast includes rain and high winds Sunday night and into Monday, The Weather Channel reported. The winds could gust up to 60 mph.

Monday and Tuesday include a risk of tornadoes across south Florida.?

Officials were handing out sandbags to residents in the Tampa area, which often floods when heavy rainstorms hit. Sandbags also were being handed out in Homestead, 20 years after Hurricane Andrew devastated the community there. Otherwise, however, convention preparations were moving ahead as usual.

Isaac's exact path is still unclear, but the hurricane center said models suggest it will make landfall somewhere?between the Florida Panhandle and New Orleans on Tuesday night.

The storm's anticipated path did shift closer to the Keys than previously forecast and emergency managers urged tourists to leave the islands if they could do so safely. A single road links the chain of islands to the Florida Peninsula.?

Reuters and The Associated Press contributed to this report.

(AP) ? The Mexican Navy says federal police shot at a vehicle carrying two U.S. government employees after the vehicle came under attack from unidentified gunmen.

The shooting appears to have been a case of a confused gunbattle that broke out on a rural road just south of Mexico City.

The Navy said Friday the embassy personnel were heading down a dirt road to a military installation when a carload of gunmen opened fire on them and chased them, along with a Navy officer accompanying them.

Alerted to the gunfire, a federal police patrol vehicle came to the scene and apparently opened fire. The statement does not make clear whose bullets injured the U.S. workers.
